[USCC] Eliminating Buzzards from windrows

Does anyone have any suggestions to discouraging buzzards from perching
and digging through windrows?  Since organics are evenly distributed
through our windrows it is impossible to bury them entirely and we are
plagued with buzzards digging through the rows every evening.
