[USCC] What is anaerobic composting?

Just a clarification for David Hill - some states do have a legal definition of composting. Washington State is one of them, and defines composting as a controlled, aerobic process. Other forms of treatment of organic waste may have many benefits, but cannot legally be called composting here.
