[USCC] Is Coal Ash in Soil a Good Idea?

Keep in mind there is a big difference in coal ash based upon the type of
coal burned, and maybe more.  I have seen a wide range of test results on
this material.

The statement that coal ash is not regulated by the EPA seems to me to be
unlikely. I bet that the truth is that EPA has regulatory authority but has
been prevented by previous administrations from setting heavy metal limits
and total loading rates sufficient to adequately protect the environment and
the public.
 
The statement that it has been left to the States with disastrous results
is, at best, misleading. States are willing to do the job, but without
better guidance from the Federals, there is an almost inevitable patchwork
of competing regulations. The other problem is that States are subject to
the same political pressures that caused the administration to hamstring the
EPA in the first place. After all, no one wants to pay extra for their
electricity.
 
Turning the stuff into concrete seems to be a really good solution.
