[USCC] Using alkaline stabilized N-Viro in compost

We attempted to compost lime stabilized, not cement kiln dust, but certainly
similar pH characteristics. The composting process does not deal very well
with pH's out of the 6 - 8 range. When the pH returns to those values then
the composting process will begin to function.
