[USCC] Compost use ordinances

Hello Compost World,

Does anyone know of ordinances currently in place related to 'fixing the
soil' (organically, with compost, etc) after general construction is
completed. I know that there are some in the Northwest (King County, soils
for Salmon). They may also exist in low impact development,  stormwater
management, or surface water protection regs. I'm trying to obtain the
actual existing language / documents. Can anyone help?
