[USCC] Free bag distribution for yardwaste

All: We are looking for empirical evidence of the relationship between "FREE" bags distributed to tons of yardwaste received. My assumption is that, on average, free bags will not be as full as bags purchased by the resident; in addition, some bags will be taken but not used. Does anyone out there have this data?  Data on programs where the residents have commercially purchase plastic bags will also be useful; perhaps someone has done a bag count per ton.
