[USCC] response to compost covers

The WLSSD in Duluth, Minnesota used compost covers that were similar to
the description you listed.  They worked very, very well for keeping
vectors off the windrows, maintaining ideal conditions in the pile,
controlling any litter from moving off the windrows, mitigating odor,
improving site appearance but had one major down fall.  The covers were
extremely difficult to manage when covering and uncovering.  They needed
to be managed by 2-3 staff and if wet or frozen (once the pile had
cooled down), it was a nightmare.  Also, with substantial wind the
covers were impossible to keep in place.  We found no practical
mechanical method for the northern Minnesota climate.
