[USCC] private/public compost site arrangements

Brenda -

There are probably a dozen examples of publicly owned-privately  
operated composting facilities that I can think of (and there are  
probably more). The essence of a good public private partnership is  
when each entity does what it does best, i.e., the public entity   
provides capital and long-term planning, the private entity provides  
entrepreneurial skills, flexibility, and (hopefully) efficiency. Easy  
to say, harder to pull off sometimes in the real world. Arrangements  
I've seen run the gamut from a strict land-lease agreement to much  
more complicated and intricate. As in any partnership, the more that  
is spelled out in advance the better.

One example/model that may be useful is the Sonoma County Waste  
Management Agency, which operates the Sonoma County Central Landfill.  
The County runs the scalehouse, numerous separate entities collect  
and deliver yard trimmings to the facility and the Sonoma Compost  
Company (a private for-profit company) runs the composting site.

The contract has a number of useful provisions dealing with  
acceptance criteria, payment, production of compost, etc.  Check out  
www.recyclenow.org.  The Agency's director is Ken Wells.
