[USCC] University and college food scrap recycling bid specs

Colleagues:

 

Can anyone please point me in the right direction to find example bid
specifications prepared by a college or university to recycle dining hall
food scraps by an outside commercial composter?  A local university near
here wants to put their dining hall food scraps waste with one of my
clients, but has to go through the public bidding process.
