[USCC] Dilutions to Thresholds

Hello Compost World,

Does anyone know if there are any States that have an odor standard for
composting facilities based on actual odor monitoring technologies? For
instance, are any states using 'dilutions to threshold' in their  State
composting regulations or are there any composting facilities finding
dilutions to threshold in their operations permit?
