[USCC] Concentrated compost tea brews?

Does anyone have information on the effective nature of concentrated compost tea mixtures that have dormant bacterial cultures in them? I have been approached by a distributor of Alaskan humified soil concentrate, and I am highly sceptical of the microbial properties. I do not doubt that the humified soil with the worm castings, kelp, and crab meal acts as an excellent organic fertilizer, but am not sure of the science that I was sold with the dormant phase sporulated bacteria cultures. I am not saying that it is not possible, I am just sceptical. Does anyone have any hard science to back this up?
