That's highly dependent on state regulations; some states may allow it if it
doesn't impact on the 100-year floodway (but I don't know of any); most
prohibit solid waste management facilities of any kind within the 100-year
floodplain. The floodway is that narrower portion of the floodplain where
encroaching development cannot raise the 100-year water surface elevation
more than one foot.
In addition, locating one there is a poor decision with regard to invested
capital risk. The 100-year flood is a statistical creation; it is that
flood which has a probability of occurrence of 1% in any given year. There
are some years with multiple 100-year flood events, and some with none.
Statistically, a 100-year flood event can occur twice in two days. As the
only insurance you'll be able to get in a floodplain is through the National
Flood Insurance Program, you might not get your losses covered in the event
of a flood.
