[USCC] application rates for coffee grounds

In Ventura County, the recommended amount is 0. It is illegal to put
coffee grounds into mulch, compost, or to directly apply it to crops. 

The only way to use coffee grounds is to mix it into windrows of raw
material before the material becomes compost at the single facility
permitted (temporarily) to accept food waste.

I am trying to change this, so if you get any data on safe or effective
application rates for coffee grounds, please let me know.

   I would like any information on the recommended amount of coffee
grounds to use for mulch.  That is,  pounds per square foot or 10 square
feet or depth around plants.
