[USCC] Solutions to illegal dumping at yard waste drop-off sites / alternative options

The City of Lethbridge, Alberta has been operating several yard waste
drop-off sites since last year for residents. We have since been
experiencing problems with illegal dumping by commercial contractors (we
are assuming) who are leaving 150lb bags of yard waste, as well as sod,
on several occasions to avoid tipping fees at the landfill. This poses a
health risk to city workers and increases our costs. Has anyone
experienced similar problems and, if so, how was the problem solved?
On a different note, the city currently operates the yard waste drop-off
sites by simply allowing residents to leave plastic bags for weekly
pick-up. The usual problems arise due to debagging issues. We are
considering various alternatives such as compostable bags or placing a
large bin into which residents directly empty their yard waste bags.
Options for collecting the bin's contents might include using a vacuum
truck, carting the bin away to the facility with a roll-off truck, etc.
If anyone has had any experience with residential yard waste drop-off
sites, your input would be greatly appreciated.
