[USCC] Projecting future yard waste quantities

Colleagues:

 

What methodologies has anyone used to project estimates of future yard waste
generation in a municipality?  Would it be invalid to convert historical
yard waste tonnages to a per-capita generation rate and then project forward
based on population growth estimates?  Would it be more accurate to do it on
a "per household" generation rate?  Trying to project future quantities
based on a regression analysis of historical growth in tonnages produces
r-squared values of less than 0.5, which, obviously, is unacceptable.
