[USCC] Grants and low-interest loans for developing a new compost operation

I have a private sector client who is very serious about starting a new
organics composting operation in the Twin Cities, Minnesota metro area.
They have identified a site and the composting equipment method they plan to
purchase.  They have also had preliminary discussions with various
organizations who are interested in providing food waste, non-recyclable
paper and leaves/grass for composting and also buying the finished compost.
To help pull the deal together financially, they have asked me to research
if there are any grants and/or low-interest loans to help with start-up
costs that might be available for a private sector company and/or a
government agency who may be a partner in this new operation.  I have
previously used this list for learning more about the possibility for carbon
credits from composting organics so I thought it might be helpful to see if
anyone was aware of grants/low-interest loans that I should pursue on behalf
of my client and its partners.  If you have any information that might be
helpful, specifically people/organizations that I should contact please let
