[USCC] Municipal organics composting

Ronald. The State of Alaska Department of Environmental Conservation is
regulating an "in-vessel" MSW compost operation that uses unsorted MSW
and sewage solids in Haines, Alaska. It appears to be quite successful
in meeting EPA standards for Class A (exceptional quality) compost. We
have ruled the compost may be used as cover material for the landfill
and is not considered as "waste" after it is documented that it meets
EPA 503 standard. However, it is considered a biosolid and is regulated
as such as it uses sewage solids in the process. Although it passes EPA
503 Class A standards, it may not be sold or given away at this time
because it is unsorted and contains significant quantities of glass, and
other inorganic substances.
We are quite interested in this approach because it may be very useful
in solving significant problems in many of our remote rural Alaskan
communities that have problems 1) locating and operating a landfill and
2) dealing with their sewage disposal issues.
