[USCC] Cotton Fiber matrix hydromulch

Does anyone have any information on the C:N ratio and the stability 
of N in cotton fabrics? Do these values vary with cotton processing methods?

I received a query from a Virginia DOT E&S staffperson via a Virginia 
Cooperative Extension county agent regarding how a new cotton fiber 
matrix hydromulch might influence nitrogen availability. I do not 
know whether the mulch is made from unprocessed or processed cotton fiber.
