[USCC] RFP for Yard Waste Composting

The Southeastern Public Service Authority will be looking for potential
private composting operations to accept yard waste delivered to its
Transfer Stations located in Hampton Roads, Virginia.
 
I am looking for an RFP or similar document, requesting the services of
a private composter. Could someone in the composting world send me a
copy of a RFP for composting services. I would appreciate the help.
