[USCC] National Organic Program and wax-coated cardboard

Hi - do you know Will Allen's Growing Power, Inc. which is a huge urban ag project in Milwaukee and Chicago? According to his slide show, he composts waxed boxes full of produce along with brewery waste. I think he is organic.
  He uses the hot composting windrow stage - with waxed cardboard boxes full of produce- to produce feedstock for his hot beds and for vermicomposting.
  Check out Growing Power, Inc.
  He also does workshops and tours.
  His talks are quite inspiring.

Has anyone had any experience getting a compost product that includes
wax-coated cardboard as part of the feedstock approved for use in organic
food production? What about a compost product that includes biodegradable
bags as part of the feedstock?
