[USCC] Proposed Yard Trimmings Ban in Delaware?

I am not very aware of things beyond Massachusetts, but we have had a law 
banning burning yard waste or putting it in landfills for many years.  We have 
commercial and municipal composting operations in many communities, and it gets 
used.  We have filled old quarries and done some clever things with municipal 
compost and if we get organized we will have some wind farms to produce the 
electricity we need and pay a lot for now.
