[USCC] Disinfecting storm water for windrow irrigation

Having worked in the waste water handling business for several years, I can 
tell you without a doubt that sterilizing turbid waters (containing solid 
particles) using chlorine does not work.  Chlorine only treats free swimming 
pathogens in water and does not provide a guarantee of a pathogen kill 
inside of a compost particle in that same water.

A waste water treatment plant functions by first clarifying the water by 
removing all of the particles through a series of coagulation steps and 
filtration THEN it treats the clarified water with chlorine.  This gets 
around the pathogen in the particle problem.

If you want to sterilize water with chlorine like a water treatment plant, 
those are the steps you would need to go through.
