Dear All:
I agree with the suggestion that aeration is the likely solution to the issue you asked about. Manure lagoons are the extreme case of a composting site runoff lagoon, and are well known to cause odor problems if unmanaged. Besides the source noted by Don Frankl, I think you may want to look at the information on the www.CIRCUL8.com website. They make simple aerators that have proven effective with pond odor control. There are probably other manufacturers of pond aeration equipment, so you should look for systems that do what you need with a minimum of energy input and service requirements.

U.S. COMPOSTING COUNCIL 15th ANNUAL CONFERENCE AND TRADESHOW
Wyndham Orlando Resort | Orlando, FL | January 21-24, 2007
The National forum for those involved in the development and expansion of the composting and organics recycling industry
CONFERENCE PROGRAM, REGISTRATION FORMS, WORKSHOP AGENDAS,
EXHIBITOR INFORMATION AND SPONSORSHIP OPPORTUNITIES ARE AVAILABLE AT THE USCC WEBSITE: www.compostingcouncil.org OR CALL THE USCC AT 631-737-4931
Properly aerating ponds that are overloaded with organic matter will stop the fugitive odor and the water when used will not have the septic smell.
Don Frankl of Sioux City,IA ....International Industries, Inc may be able to help.
His company builds floating electrically powered aeration devices for large manure lagoons. My brother has been using his services for more than 10 years on lagoons at his swine facility , reasonable pricing and they do perform!
An old phone # is 712-255-0882
Please call me if you have further questions or if you have trouble reaching Mr. Frankl.
Good luck
