[USCC] Financial assurance mechanisms for compost facilities?

Check with the Solid Waste regulators in the state involved.  All
landfills must have this type of bonding and only certain entities may
be approved by the solid waste folks.

Colleagues:

 

A client of mine will be required to provide closure financial assurance
for his composting facility.  Do any of you have experience with any
particular insurance companies, surety bonding companies, or similar
companies willing to insure/bond/cover closure costs at $1 million or
so?  Obviously, actual closure costs (should they occur) will be much
less, but this particular state requires very rigid and unrealistic
"worst-case" assumptions in the calculation of closure costs.
