[USCC] Hep C and Tuberculosis

I have a volunteer who would like to compost turkey dinner plate
scrapings in an in-vessel Earth Tub composter, but is concerned that the
food waste may have Hep C and Tuberculosis exposure from the population
this dinner serves.  Will in-vessel composting at 140 degrees for 7 days
remove any risk to children that might be spreading this compost onto
their school garden?
