With the amount of rainfall in your location I think windrows are out of the
question.

We are able to compost food waste without odors. The food waste from my
experience from several
installations is quite problematic. There is a lot of pectins and starches
causing the need for a lot of bulking cellulose type material.
On the other hand - surprise; there is no much nitrogen there. As the
result, the biomass very easily goes sour because of difficult
aerobic process.
What I do is trying to keep the particle size quite large to avoid mushy
paste forming, use wood chips rather than shavings and add/inoculate
the biomass with horse manure frequently. Of course well controlled
conditions of in-vessel composting are in our advantage.
Without forced aeration you end up with bad silage smell and a mess.
