[USCC] Nutrient management plans in the U.S.

I'm looking for a state-by-state list of nutrient management
plans enacted in the U.S., a document that identifies
which states have implemented restrictions on land-applied
manures, composts, and fertilizers... ideally with web links
to specific NMPs to see how they are worded.

If somebody is already familiar with this sort of directory
or listing it will save me several hours of web research.

Separately, does anybody in agronomy or nutrient management
regulation view compost as an advantage over raw manure
application with respect to insoluble vs soluble levels of
phosphorus, or offer insights to advantages of compost vs
raw manure in terms of how compost applications are
regulated in the context of NMPs.
