[USCC] Composting waste soap flakes

Mr Sims;

The big "bugaboo" recently has been the use of antimicrobial chemicals 
(triclosan, triclocarban) in certain soaps.  There are those who would raise 
this as a human health and environmental issue if these compounds were 
discoved in composts.
