[USCC] Biosolids Compost on the White House Lawn

As memory serves me (I was in D.C. at the time, but am much grayer in hair
and memory since then) that lawn topdressing of the White House was done in
1981 or 1982 shortly after the WSSC Regional Composting Facility at
Calverton opened for business.

I do not know the date that the White House lawn had compost applied,
but it appears to have been during the Clinton years.  A photo of the
process graces the cover of EPA/625/R-92/013, October 1999, "Control of
Pathogens and Vector Attraction Reduction in Sewage Sludge."
