Hi - in regard to your bulking agent absorbing the liquid:
some bulking agents work better than other carbon sources in soaking up liquid
Some wood shavings will absorb your liquid more readily than big wood chips.
And, if you can screen wood chips, say with a 1 cm or 3/8 inch mesh, you will get a pile of fine absorbent which should have good absorption qualities.
Newspaper or office paper run through a chipper-shredder might give good absorption qualities.
Do you have the time and opportunity to try various carbon sources-bulking agents on a small scale to see what works best and gives least runnoff/leachate? And then scale up?
Could it be possible to to try passive aeration in your windrows?
Turning material in its early composting stages can create aroma.
How close are you to neighbours?
If you had lots of space, you might be able to rely on passive aeration, that is, windrows with ventilating tubes in the pile bottom. Without turning, however, the process takes longer and runs the risk of not achieving pathogen-kill temp range.
