[USCC] True biodegradable plastic packaging & composting.

Is there a source to show the acceptance of biodegradable plastic packaging
into the composting waste stream?  There is a push for lactic acid based
resins that are truly biodegradable when placed in a composting environment.
To my knowledge, however, the materials are not readily accepted a
compostable waste.  How do we change this and is there anyone working on
this issue?
