[USCC] proposal evaluation

I am working on behalf of a public solid waste agency that has been
operating a compost facility since the early 90s. The elected officials on
its board decided to seek proposals for the service with the idea that a
private partner may be beneficial. Agency staff decided to submit a
proposal to continue providing organics processing & marketing.

Because the Agency is responding to its own RFP, it is seeking an objective
evaluation team.

The Agency has discussed asking staff at other public compost facilities to
evaluate the proposals or hiring a consultant to evaluate the proposals.

Does anyone have experience or recommendations they are willing to share?
