[USCC] No more biosolids

Composters,

I suggest working towards a goal of having a 24 hour limit on how long 
biosolids can exist. That is once the anaerobic digester is emptied and 
the biosolids are piled up they must be removed from the treatment plant 
within 24 hours to incorporate into a predetermined yard waste compost 
at a rate of, lets say <2%. That way we have no-more biosolids but have 
a working yard wast compost.  Our biosolids problems are over!
