[USCC] Stormwater Quality Issues

Craig,

In Kansas we require control of the runoff and not collection of the runoff
from the compost pads.  We do require grass filter strips or adjacent
tillable crop land to use any nutrients that would be discharged during a
24 hour 25 year storm event.  Since most of Kansas is dry, the bigger
facilities have developed runoff collection basins just to have additional
water for the composting process.

Currently I am trying to find studies which have been completed that
characterize the runoff because we have a new facility wanting to open that
is only 9.5 feet from ground water.  The groundwater management district
wants a lagoon developed to collect all runoff and then also have two
monitoring wells installed.  We don't think that this is necessary, but
studies that characterize the runoff are needed to show scientific proof
that what we are proposing is correct.  CWC (Washington State) and Ohio
State University have done some studies and I am reviewing them now to
glean information.

Please keep me in the loop on anything you find since it looks like we are
both going in the same direction on this one.

Colleagues:



This has been discussed before, I think.  What stormwater quality and
discharge requirements are composters having to live with in various
states?
Are certain BMPs considered acceptable for composting pad runoff? Have any
of you had to develop treatment systems to meet effluent limitations based
on permitted loadings of pollutants to waterways?



Apparently, North Carolina's Division of Water Quality is making noises
about requiring package plants at composting facilities to treat leachate
and contaminated stormwater runoff and the Carolinas Composting Council
would like to make sure that doesn't happen.



Any advice you can offer would be gratefully appreciated, as usual!
