[USCC] Stormwater Quality Issues

Colleagues:

 

This has been discussed before, I think.  What stormwater quality and
discharge requirements are composters having to live with in various states?
Are certain BMPs considered acceptable for composting pad runoff? Have any
of you had to develop treatment systems to meet effluent limitations based
on permitted loadings of pollutants to waterways?

 

Apparently, North Carolina's Division of Water Quality is making noises
about requiring package plants at composting facilities to treat leachate
and contaminated stormwater runoff and the Carolinas Composting Council
would like to make sure that doesn't happen.

 

Any advice you can offer would be gratefully appreciated, as usual!
