I would support the approach recommended by Rosalie Green.  And go further -
these very formal prescriptive methods always tend to get screwed up with
technology changes or new developments in technology and would it not be
better to include something not quite so prescriptive along lines of :
" or alternative methods that have been demonstrated to be environmentally
acceptable".  We do not know what is likely to be available in the future.
There are many who believe soil application of biosolids is not acceptable,
particularly long term and waste to energy is often seen as useful.

Vermiculture is also a possible, and is used in Australia in at least one
quite large system.

As an Australian, I may be out of touch with US methodology / politicking,
but any approach would be better from a credible national organisation than
individuals [and some cannot do so because of work constraints].  This type
of approach is common here.
